Transit Planner – Capital Programs


This is a Full-time position in Lexington, KY posted November 30, 2021.

The Transit Planner – Capital Programs supports Lextran’s strategic efforts in coordinating, planning, developing, and completing capital projects. The work includes updating and implementing Lextran’s Capital Improvements Plan and Transit Asset Management Plan to ensure that assets remain in a state of good repair. The Transit Planner – Capital Programs is expected to work interdepartmentally within Lextran to engage and inform internal stakeholders throughout the life of capital projects.


  • Assists the Director of Planning, Technology & Community Relations in managing capital improvement projects by coordinating workflows, meetings, minutes, research on special topics, review of work product and invoices, project budgets, and other duties as assigned.
  • Updates and implements Lextran’s capital improvements plan; coordinates input from multiple departments within Lextran.
  • Coordinates the location, movement, and upkeep of bus stops and other on-route facilities; coordinates the necessary documentation for construction permit submissions.
  • Supports Lextran’s service request process as it relates to on-street infrastructure; identifies problems, issues, and risks related to service planning requests and participates in the identification, documentation and communication of solutions.
  • Keeps accurate records of Lextran’s easement and encroachment agreements, permits, and other documents related to capital projects, bus shelters, benches, and other related items.
  • Monitors local construction projects; attends construction meetings and events as Lextran’s representative; and coordinates impact on Lextran services with the appropriate internal staff.
  • Updates and maintains the Transit Asset Management plan; updates and maintains an inventory of capital assets.
  • Prepares accurate and timely reports on ongoing capital projects; works with Lextran’s Finance Department for financial analysis.
  • Coordinates the work of third-party vendors related to capital projects, as assigned.
  • Assists the Director of Planning, Technology & Community Relations and/or other senior staff in the development of requests for proposals related to capital projects, including scopes of work, project specifications, and proposal evaluation.
  • Researches short and long-term capital project ideas; briefs senior staff for capital planning efforts.
  • Stays up to date on local, state, and federal ordinances and regulations.
  • Ability to follow agency policies and procedures, especially safety procedures while conducting fieldwork.
  • Knowledge and application of Federal Transit Administration policies and procedures.
  • Performs other duties as assigned.

  • Bachelor’s degree in construction management, civil engineering, project management, public administration, business administration, urban planning, or a closely related field.
  • Two (2) to four (4) years of experience in project coordination, project management, or construction management preferred; or an equivalent combination of education and experience to successfully perform the essential duties.
  • Proficiency with Microsoft Office Suite is required.
  • Possesses valid driver’s license, acceptable driving record, and reliable transportation.
