Capital Construction Manager Senior

Job SummaryReporting to the Capital Construction Director, this position provides construction management expertise to clients with every phase of project delivery, from conceptual budgeting to warranty administration to ensure a successful project experience; Assists owners and project managers in the development of a project from concept through appropriate construction delivery methods (i.e.) design/bid/build; design/build; or construction management for large and/or highly complex capital construction projects typically exceeding one million dollars, as assigned; Manages and coordinates with design team and UK Purchasing to solicit construction proposals; Manages and coordinates evaluation of construction proposals and recommends firm(s) most likely to provide “best value’ to the University during construction; Negotiates construction contracts; Manages and coordinates efforts of design and construction teams, respectively, to ensure performance meets contract requirements; within budget; and on-schedule; Oversees and directs assigned quality assurance/quality control staff in oversight of daily construction activity; Delivers final interpretation and decisions regarding ‘acceptance of work in place.’; Reviews and approves all change orders and pay applications; Maintains and controls overall project budget; Using University standard contract language, contracts for construction services – based on proposals received in accordance with the Model Procurement Code as well as with written approval of the project sector or user representative – in order to obtain “best value” for the University ; Manages and coordinates efforts with the design and construction teams, respectively, to promptly address matters of document approval; response to requests for information; processing of submittals; requests for quotations; changes; and all other project issues; Ensures timely reporting via web-based project management system, where available, of the status of the project with regard to schedule, cost and quality; Obtains compliance by the design and construction teams, respectively, to the requirements of their contracts as well as their construction documents; Resolves conflicts and issues which may arise from the construct process, including any contractual disputes; Ensures full compliance with all project deliverables and close-out documentation; Reviews and oversees capital construction project implementation requirements directly with project managers and staff, as assigned; and Manages and controls proper and accurate dissemination and flow of project information to all team members using web-based project management system as well as other means.In addition, the Capital Construction Manager develops and implements large and/or highly complex capital construction projects typically exceeding one million dollars; Establishes and documents project needs and expectations through coordination with University user groups, including senior executive leadership, academic deans, directors, et al; Establishes criteria for selection of design consultants, including nationally recognized firms, for large and/or highly complex capital construction projects typically exceeding one million dollars; Manages the process for solicitation and selection of design professionals appropriate for each assigned project; Negotiates design fees and design contract terms directly with design professionals; Ensures activities of design professionals meet University programmatic requirements and expectations and remain within budget and on-schedule; Coordinates and manages the activities of a wide variety of University interests as well as faculty, staff, and students’ interests in understanding, reviewing, and approving design proposals and documents; Ensures all stakeholders, both internal and external, have input (e.g.) city, fire marshal, et al into capital construction project design; Reviews and oversees capital construction project design requirements directly with project managers and staff, as assigned; and Resolves budget issues as needed via value engineering process and collaborates closely with AVP and Director to achieve a successful resolution.IEBC – Internal Employee Being ConsideredSkills / Knowledge / AbilitiesMS Windows/Office; SAP; CPMDemonstrated experience in Business Administration; Safety and Environmental Compliance Statutes; Building Codes; Fiscal Acumen.Demonstrated knowledge of construction means and methods; the application of construction and contract law; budgeting and costing techniques; critical path scheduling (CPM); and web-based project management.Driver’s License – PreferredDoes this position have supervisory responsibilities?
